한국 초등 사회과 변천 과정에 나타난 헌법교육의 성격 - 교육과정과 교과서 분석을 중심으로 -

본 연구의 목적은 다양한 차원에서 헌법교육을 강화하여야 한다는 주장이 제기되고 있는 상황에서, 한국 초등 사회과의 헌법교육 변천과정을 살펴봄으로써 한국 초등 사회과에 나타난 헌법교육의 성격을 파악하는데 있다. 이를 통하여 초등 사회과에서 헌법교육을 전개하는데 시사점을 얻고자 한다. 본 연구의 결과는 확인한 한국 초등 사회과 헌법교육의 성격은 다음과 같다. 첫째, 헌법교육이 6학년에 집중되어 있다. 둘째, 내용 면에서 권리 중심이며, 헌법 인식 교육으로 나아가고 있다. 셋째, 국민의 권리, 헌법제정, 권력분립, 지방자치는 지속적으로 나타는 주제이다. 넷째, 헌법이란 사회기능 중 인간의 보호와 보전 활동의 결과라는 관점을 강조하고 있다. 다섯째, 헌법 내용이 제한된 내용 선정 준거 및 기준과 연계되어 있다. 이에 따라 한국의 초등 사회과 헌법교육이 극복해야 할 과제는 다음과 같다. 첫째, 헌법교육의 학년별 주제를 체계화해야 한다. 둘째, 헌법교육에 다양한 내용 선정 준거 및 기준을 도입해야 한다. 셋째, 헌법교육에 적용 가능한 실제 사례를 발굴하여 교재화해야 한다.
Abstract
The purpose of this study is to find characteristics of constitutional education in Korean elementary social studies and to identify implications of giving to in constitutional education in Korea. In order to achieve the purpose of this study, I started analyzing contents of 5th-2009 revised social studies curriculums and textbooks for Korean elementary students. Finally, I found useful characteristics and directions for good constitutional education. The major results from this study are as follows. First, constitutional education in Korean elementary social studies is concentrated on 6th grade. Second, constitutional education in Korean elementary social studies is rights-focused and moved to enhance constitution awareness. Third, major themes of constitutional education in Korean elementary social studies are consisted of peoples’rights, enactment of constitution, separation of powers, local autonomy. Fourth, it is emphasized that constitution is the result of humans activities for protecting & conserving of social functions. Fifth, themes in the constitutional education are always connected with limited criteria and standards for selecting contents of social studies. Accordingly, implications of giving to constitutional education in Korean elementary social studies are as follows. First, the curriculum for constitutional education should be made up of carefully selected themes by the grades. Second, contents for constitution education should be opened to diverse criteria and standards Third, we should find out real-life examples and develope into learning materials for constitutional education
