유비쿼터스 정보화의 핵심 기술인 RFID 기술은 다양한 편익을 가지고 있는 것으로 알려져 있지만 동시에 위험성도 가지고 있다. 특히 개인 정보의 유출에 따른 프라이버시의 침해 가능성은 가장 중요한 위협으로 지적되고 있다. RFID는 잘 알려진 기술이지만 프라이버시 침해 가능성에 대해서는 정부와 시민단체는 전혀 상반된 입장을 취하고 있다는 점에서 기술적 전망에 대한 사회적 합의가 선행되어야 한다. 지금까지는 위험의 존재 자체를 부인 혹은 거부하는 제3종 오류가 존재했지만 시민단체의 규제 요구와 정부의 대응과정에서 RFID에 대한 위험 판단의 오류는 새로운 양상으로 변화하고 있다. 사전예방을 요구하는 시민단체의 요구는 과다규제에 따른 오류를 초래할 수 있는 반면 ‘신성장동력’으로서의 경제적 편익에만 초점을 맞춘 정부의 대응은 과소규제의 오류를 초래할 수도 있다. 형식적 대응과 사회적 합의의 지연은 위험 관리와 RFID 기술에 대한 불신을 초래함으로써 기술 수용과 확산을 저해할 수 있다. 따라서 RFID의 프라이버시 침해 위험에 대한 논란을 해소하고 기술의 이점을 최대한 활용하기 위해서는 사회적 합의 형성과 이에 바탕을 둔 위험 대응이 필요하다.
Abstract
RFID, one of the most remarkable ubiquitous computing technologies, has fatal risk as well as numerous benefits. The most seriously debated and discussed risk of RFID is the potential for privacy leakage in these days. Considering well-accumulated knowledge base of technology itself with harsh disagreement on the potential risk of privacy leakage between government and civic groups, social agreement on the likelihood probability and potential effects of privacy leakage of RFID is expected for managing the risk in proper manners. By laying great emphasis on economic benefits of technologies, type Ⅲ error have been dominant in decision making on technology risk in Korea. However, the types of judgement error have been changed from type Ⅲ to type Ⅰor Ⅱ in the debate of privacy leakage of RFID. While adoption of precautionary principle advocated by civil organizations may cause under-regulated risk problem, skewed emphasis on economic benefits of RFID as a 'new growth engine' by the government may cause under-regulated problem of risk. Delayed social agreement on the prospect of RFID risk may hamper technology acceptance and diffusion by incurring negative perception of 'big brother' technology and loss of trust on the risk management of government. To close debate on privacy leakage and utilize full benefits of RFID, it is demanded to tackle the problem of risk based on social agreement
