정보문화가 민주적 거버넌스에 미치는 영향과 정부 역할

초록

이 연구는 인터넷공간에서 정주하는 정보문화가 권력분산, 수평적 정보공유, 고객과 하위직원의 의견개진과 반영, 그리고 인터넷 이용자의 공공 쟁점에 대한 관심도로 측정되는 민주적 거버넌스에 미치는 영향을 살펴보고, 정부와 민간부문의 역할을 논의한다. 특히 정보화에 따라 급증하는 역기능의 적절한 제어가 정보문화의 핵심이라는 인식 하에서 첫째, 인터넷상의 소통 및 거래의 신뢰성, 유통되는 지식과 정보의 정확성, 그리고 인터넷 상의 행위자 책임성으로 구성되는 사회자본, 둘째, 업무 재구축과 정보시스템, 개인정보･인권･지적재산권 보호, 그리고 정보격차 해소와 관련된 제도자본, 셋째, 정부와 민간부문의 적절한 전달 혼합 기재가 민주적 거버넌스에 미치는 영향을 분석한다. 회귀분석 결과 사회자본과 제도자본은 민주적 거버넌스 구축에 매우 중요한 영향을 미치는 것으로 나타났으며, 정보문화 서비스 전달 혼합에서는 민간부문과 민관 파트너십보다는 정부지원정책이 민주적 거버넌스 구축에 효과가 큰 것으로 나타났다.

Abstract

This study looks at the impacts of the cyberspace culture on democratic governance measured by the distribution of power, horizontal information sharing, bottom-up communication, and the general public's interests in public affairs. Recently, recognition has been shared among people that appropriate regulation of pathologies and dysfuctions arising from the Internet society is important. In this respect, the following three independent variables are considered: (1) social capital measured by reliability of on-line communication and transactions, correctness of knowledge and information, and cyberspace actors' accountability, (2) institutional capital measured by business reengineering and information system, the protection of privacy, human rights, and intellectual property rights, and bridging the digital divide, and (3) proper delivery mix between the public and private sectors. The empirical results of factor and regression analyses show that social and institutional capitals are crucial to the establishment of democratic governance, and the various facilitating and supporting functions of the government are more important than the private sector's initiation and the public-private partnership to the sustainable cyberspace culture.
