본 연구에서는 국가발전 수준에 따른 전자정부 수준 평가모형을 개발하고 평가영역 및 요인에 대한 상대적 중요도와 우선순위를 분석하였다. 선행연구 검토를 통해 전자정부 평가영역은 전자정부 인프라, 전자정부 비전 및 정책, 전자정부 거버넌스, 전자정부 서비스 영역 등 총 4개 영역으로 설정하고 각 영역별 평가요인을 도출하였다. 국가발전 수준에 따른 전자정부 평가영역 및 요인의 우선순위 및 상대적 중요도를 분석하기 위해 전문가를 대상으로 AHP 분석을 시도하였다. 전자정부 평가영역에 대한 AHP 분석결과, 선진국의 경우 전자정부 서비스와 거버넌스가 상대적으로 비중있는 평가영역으로 도출된 반면, 개발도상국 평가에서는 전자정부 비전 및 정책과 인프라 영역이 우선적으로 고려되어야 할 영역으로 평가되었다. 평가영역별 평가요인에서도 선진국 및 개발도상국 간의 상대적 중요도와 우선순위에 관한 차이를 확인할 수 있었다. 이러한 분석결과를 토대로 본 연구에서는 국가발전 수준에 따른 적실성 있는 전자정부 평가를 위한 시사점을 제시하였다.
Abstract
This study develops the E-government evaluation model with national development level, and analyzes the relative importance and priority of evaluation areas and factors. Through the literature review, the E-government evaluation areas and factors are selected. The evaluation areas includes E-government infrastructure, E-government vision and policy, E-government governance, and E-government service. The evaluation factors are drawn for each area. The Analytic hierarchical Process (AHP) is performed to analyze the priority and relative importance of E-government evaluation areas and factors with national development level. The results show that the E-government service and governance are relatively important evaluation areas in developed countries. Otherwise, the E-government vision and policy, and infrastructure are respectively considered as relatively important evaluation areas in developing countries. Furthermore the differences in relative importance and priority among the evaluation factors for each area between the developed and developing countries are confirmed. Based on the results, this study suggests implications for the E-government evaluation with national development level.
