본 연구는 전자정부의 가치 정향을 역사해석주의적 관점에서 파악하고 있다. 오늘날 세계 여러 나라들에서 진행되고 있는 각종 전자정부 사업들의 한 전형으로서 영국의 전자정부를 상정했다. 영국의 각종 전자정부 사업들이 본격화되기 전 10년간 지속되었던 대처 수상의 정부 혁신 작업을 영국 전자정부 사업들의 역사적 맥락으로 이해하고, 그 혁신 작업의 등장 배경과 내용들을 살피고, 이에 담겨있는 전자정부의 가치 정향들을 추론했다.
Abstract
This article examines the value orientations of eGovernment from the perspective of historical hermeneutics. The U.K. eGovernment is treated as a leading case of diverse efforts to build eGovernment made by many countries in the world. The initiatives to reform government driven by Margaret Thatcher for ten years before eGovernemtn projects were propelled on a full scale in the U.K. is understood as a historical context of the U.K. eGovernment. A number of value orientations of eGovernment are elaborated from analysis of the historical backgrounds and the contents of Margaret Thatcher's reform of the U.K. government.
