정보화는 이제 일반인에게 친숙한 보편용어가 되었지만, 정보화개념의 명확한 학문적, 논리적 체계가 미흡해서 실제 정보화사업을 추진하고 이를 평가하는 데에 많은 어려움이 존재해 왔다. 따라서 기존의 정보화사업들을 장기적 관점에서 평가하고 새로운 비전을 제시하기 위해서는 우선적으로 정보화 및 정보화사업의 개념과 범위를 논리적으로 분명하게 정리할 필요가 있다. 본 연구에서는 정보화를 기술적, 산업경제적, 사회문화적, 그리고 정치행정적 관점으로 구분하고 구성요소를 인적, 물적, 그리고 제도적 요소로 나누어 정보화에 대한 다차원적 개념모형을 설정하여 보았다. 그리고 정보화사업의 목적과 내용에 따라 생명주기에 근거하여 각 사업들을 계획 및 준비, 실행, 확산 및 통제로 범주화하였고, 그 결과 정보화계획수립, 인프라구축 등 총 11개의 정보화사업 유형을 도출할 수 있었다. 본 연구는 정보화에 대한 이론적 논점들을 정리하여 정보화의 개념을 재정립하고, 사업의 목적 및 내용을 중심으로 생명주기에 따른 정보화사업의 유형분류와 범위설정을 시도해 봄으로써 향후 정보화정책의 수립 및 평가에 있어 정책적 도움을 제공하는 데에 그 목적이 있다.
Abstract
Though the terminology of 'informatization' has become familiar to the general public in Korea, it is hard to find a common agreement among experts and scholars regarding its concept as well as the range of informatization programs. At this moment, we should be able to tell which is informatization programs from which is not. This study attempts to clarify the concept and the meaning of informatization in Korea, and to identify the range of informatization programs in the public sector using a multidimensional approach of 4 perspectives (technological perspective, industrial-economic perspectives, socio-cultural perspective, and political-administrative perspective) and 3 factors (human factors, physical factors, and institutional factors). As a result, the informatization programs are grouped into the following 11 categories; informatization planning, IT research and development, establishing IT infrastructure, supporting IT industry, developing information contents, building information systems, providing information services, maintaining information systems, securing IT universal service, IT education and promotion, and information security.
