정보사회로의 급격한 변화에 대비하여 적절하고 합리적인 정보통신정책의 수립과 추진을 위해서는 정보화에 대한 계량적인 분석이 필수불가결이다. 그 중에서도 국가정보화지수는 한 국가의 정보화수준을 총체적이고 함축적으로 나타내는 수치이다. 지금까지 국가정보화지수는 과거와 현재의 정보화 관련 자료를 근거로 산출하였으며, 또한 한 국가의 미래 국가정보화수준을 예측하기 위해 선형함수를 전제로한 단순회귀분석에 의존하고 있는데, 이러한 분석은 국가정보화수준의 변화유형이 비선형인 경우에 그 예측오차가 클 수 밖에 없다는 것이다. 따라서 본 연구에서는 국가정보화수준의 변화유형이 비선형인 경우와 향후 야기되는 국가별 국가정보화수준의 체계적인 분석에 있다. 이를 위해 logistic모형에 근거한 국가정보화진행함수를 설정 및 추정하고, 주요 국가간의 국가정보화격차를 산출하며, 마지막으로 한 국가의 국가정보화하는 어떻게 확산되는가를 분석하는데 그 목적이 있다.
Abstract
A quantitative analysis of informatization is an indispensable part of establishing and promoting a reasonable information communication policy, and preparing for the rapid changes in the coming information society. A national informatization index describes the informatization level of a country is based on the data related to past and present levels of informatization. To predict future national informatization level (NIL) of a country, it relies on simple regression presupposed by linear function. Such analysis, however, is prone to significant forecast error when the change type of NIL appears to be non-linear. Therefore, this study will analyze NIL systematically in regard to non-linear change type of NIL, and estimate future NIL by countries. To do this, a national informatization process function shall be set and presumed based on a logistic model, the national informatization gap between main countries shall be calculated, and the manner in which the informatization level of a country is diffused shall be analyzed.
