IT 기술은 국가 경쟁력의 핵심 요소이며, IT 역량에 기반한 국가사회시스템의 이노베이션은 향후 국가 경쟁력 제고를 견인해 나갈 원동력으로 지적되고 있다. 이 논문에서는 IT 역량에 바탕을 둔 이노베이션 정책 및 전략수립의 기초를 마련하기 위해 IT 기반 이노베이션의 수준을 진단 평가할 수 있는 모형 및 지표를 개발하였다. 아울러 개발된 세부지표의 가중합으로서 IT 기반 이노베이션 역량지수를 개발하고 이를 OECD 국가에 적용ㆍ분석하여 우리나라의 상대적 수준을 파악하였다. 분석결과 우리나라의 IT 기반 이노베이션의 수준은 OECD 국가 중 중상위권 수준인 것으로 나타났다. 세부적으로는 IT 활용여건, 행정혁신 등은 세계 최고 수준인 반면, 인프라의 질적 수준, IT 기술의 확산, 시장 환경 등은 개선의 여지가 있는 것으로 분석됨으로써 향후 IT 기반 이노베이션의 성공적 추진을 위해서는 IT의 질적 개선 및 환경 구축이 우선되어야 할 것으로 나타났다.
Abstract
Information technology(IT) has been one of the most important factors for the national competitiveness. Especially, innovation of the national system based on IT competitiveness is the core of a nation's capacity. This paper develops an effective model and indicators for evaluating the level of a nation's IT competitiveness, and makes IT innovation competitiveness indices produced by weighted sum of each sub indicators. These indices apply to evaluating levels of OECD countries' IT competitiveness. According to these results, Korea's level of IT innovation c ompetitiveness is above the average in OECD countries. For more details, Korea's levels of IT utility and governmental innovation are the top of the OECD countries', but qualities of IT infrastructure, diffusion of IT technology and market condition are needed to be improved for the continuous growth of Korea's competitiveness based on IT innovation.
