한국 정보격차의 시계열 변화 분석:정보격차지수를 중심으로

초록

한국에서 2002년 이후부터 학문적･정책적 중요 이슈로 본격적으로 논의되고 추진된 정보격차의 시계열적 변화를 고찰하고 그 의미를 해석하기 위해 본 연구는 시작되었다. 정보격차의 변화과정을 명료히 관찰하기 위해 초기 정보사회학자들이 제기한 정보격차 추이변화 가설을 바탕으로 연구를 설계 하였고 시계열적 관찰과 패널데이터 분석을 통해 검정하는 방식으로 연구를 수행하였다. 즉 정보격차 해소 가설과 격차 축소 가설을 정보격차 추세분석과 시계열적 패널분석을 실시함으로서 정보격차가 해소되는지의 여부를 고찰하였다. 정보격차가 해소되는 추세선이 발견된다면 이를 정보격차해소 정책의 효과성이 있었음을 간접적으로 볼 수 있는 정책효과의 개연성으로 보았다. 이러한 추세분석은 한국정보화진흥원이 2004년부터 일반국민 대비 취약계층의 정보화 격차정도를 측정하는 정보격차지수를 바탕으로 이루어졌다. 정보격차지수의 추세분석과 패널분석을 통해 본 연구는 한국의 경우 정보격차가 점차 축소해가고 있음을 알 수 있었다. 다만 취약계층별 특성에 따라 그 형태 및 감소 추세는 달리 나타나고 있음을 실증적으로 밝힐 수 있었다. 또한 패널분석으로 격차지수별 영향관계분석을 실시하고 정보접근성, 정보활용역량, 정보활용양(질적 활용, 양적활용)의 변화 추세를 통계적 유의성으로 분석하였다. 다만 이를 통해 정보격차지수 중 정보활용지수 산정상의 개선사항으로 정보활용의 질적활용과 양적활용간의 가중치 변화 필요성을 제기해 보았다.

Abstract

This paper started with the aim to analyze the trend of digital divide in Korea and to find customized policy to bridge the digital divide for digital alienated class in modern digital society. To conducted this study, this paper used the concept of th digital divide index which is surveyed and announced every year by NIA(National Information Agency) in Korea. This paper observed and analyzed the trend of digital divide index for 9 years data(2004~2012) and concluded that the digital divide is slowly decreasing. But this paper also can find the different trends of digital divide which are 4 information vulnerable groups(low income, handicapped, elderly, farmer & fisher people) because of their ecological and demographic characteristics. According to these different trends of digital divide, this paper designed customized model for closing the digital divide for them. Finally this paper conducted panel data analysis on the digital divide index for 9 years data to statistically prove the relations among the sub digital divide index and suggested to elaborate on the weight of usage divide sub index to enhance the explanatory power of index in modern digital divide which put emphasis on productive information usage.
