본 연구는 남북 통일시대를 대비하고 통일비용을 최소화하기 위한 노력의 일환으로 지식정보사회의 핵심기반인 정보화 부문에서 남북간의 격차를 분석하고 이를 해소하기 위한 정책방향을 제시하기 위한 것이다. 국제기구에서 발간하는 각종 정보화 관련 통계 및 평가자료를 통해 남북간 정보격차를 분석한 결과, 전통적인 정보화기반 뿐만 아니라 컴퓨터, 무선전화, 인터넷 도메인, 초고속인터넷 보급 등에서 매우 큰 격차를 보이고 있는 것으로 나타났다. UN 등 국제기구의 평가에서도 우리나라는 세계 최고수준의 정보화 기반을 갖고 있으나 북한은 세계 최하위 수준으로 나타나고 있다. 남북간의 이러한 정보화 격차는 그 자체로서뿐만 아니라 경제･사회･문화 등 모든 측면에서의 격차를 심화시킨다는 측면에서 문제의 심각성이 있다. 따라서, 남북간의 정보격차 해소를 위한 노력은 남북통일을 위한 준비에서 어느 분야보다도 그 중요성이 깊다. 이제 남한은 세계에서 인정받고 있는 정보화 분야의 전문기술･인력･자본･경험과 노하우를 적극 활용하여 남북간 정보격차를 해소하기 위한 적극적인 정책적 노력을 기울일 필요가 있다.
Abstract
This article analyzes the digital divide between South and North Korea and discusses policy implications which will close the gap and consequently reduce the unification cost between South and North. Various statistics and documents of international organizations show that there is a big gap between South and North Korea in the distribution of computers, mobile phones, internet domains and broadband internet as well as information infrastructure. According to UN and other international organizations, South Korea has the world best's information infrastructure, but North Korea has the worst. The digital divide between South and North Korea is more serious because it widens the gap of two sides in every aspect (economically, socially, culturally, etc). Therefore it is more important than any other area to try to close the digital divide between South and North Korea in the preparation for unification of South and North Korea. Now South Korea needs to positively try to close the digital divide between South and North Korea using South Korea's expertise, manpower, capital, experiences and knowhow of informatization.
