전자정부지원사업의 제도변화 분석: 대상사업 및 예산의 변화를 중심으로

본 연구는 전자정부지원사업의 제도변화를 역사적 제도주의 관점에서 분석하여 시사점을 도출하였다. 근거법령 및 관련 지침의 변화를 바탕으로, 대상사업과 예산의 변화를 분석하였다. 전자정부지원사업은 우리나라의 전자정부 발전을 위하여 중요한 역할을 수행한 성과가 있는 것은 분명한 사실이다. 개별 부처의 정보화 역량이 상대적으로 낮았던 시점에는 전문기관이 지원하는 전자정부지원사업 제도의 효과성이 높았다. 하지만, 제도 도입 초기와 달리 정부부처 및 공공기관의 정보화역량이 제고되었으며 개별 부처의 정보화사업으로 이미 많은 전자정부사업이 추진되고 있는 상황이다. 분석결과, 전자정부지원사업은 전자정부법의 제･개정, 정부 3.0 도입, 디지털 정부 추진 등 주요 정책환경변화가 전환점이 되어, 대상사업 유형과 예산이 크게 변화하였음을 확인하였다. 그리고 이러한 급격한 변화의 원인 중 하나가 대상사업의 법적 근거조항 부재와 구체화의 부족에 있음을 확인하였다. 전자정부지원사업은 제도 도입 초기와 달리 정부부처 및 공공기관의 정보화역량이 제고되었으며 개별 부처의 정보화사업으로 이미 많은 전자정부사업이 추진되고 있는 상황을 고려할 필요가 있다. 다수 부처가 관계된 공통 인프라 구축과 다수 시스템의 융･복합 등 다수의 행위자가 관계되어 해당 사업의 조정자(coordinator)나 최초 추진자(initiator)가 필요한 사업을 대상사업으로 한정하여 집중할 필요가 있다.
Abstract
The study analyzes institutional changes in e-Government support programs from a historical institutional perspective. Specifically, based on changes in the relevant laws and related guidelines, changes in target programs and their budgets were analyzed. As a result of the analysis, it was confirmed that major changes in the policy environment, such as the enactment of the e-Government Act, the introduction of Government 3.0, and the promotion of digital government, became a turning point. And it changed the types and budgets of the target programs significantly. Also, one of the causes of such a sudden change was the absence of a legal standard for the target program and the lack of specificity. It is clear that the e-government support project has played an important role for the development of e-government in Korea. At a time when the informatization capabilities of individual ministries were relatively low, the effectiveness of the e-government support program supported by specialized agencies, Ministry of the Interior an Safety, and National Information Society Agency, was high. However, unlike the early days of system introduction, the informatization capabilities of government ministries and public institutions have been improved, and many e-government programs are already being promoted by individual ministries. Therefore, it is necessary to select and focus on a project that requires a coordinator or initiator because a number of actors are involved, for example ‘common infrastructure involving multiple ministries’ and ‘convergence of multiple systems’ etc.
