Abstract
With the rapid advancement of Information and Communication Technology (ICT) and the COVID-19 pandemic, virtual meetings have become widespread in the public sector. This study empirically estimates the reduction in carbon emissions resulting from adopting virtual evaluation meetings using business trip data from a public R&D evaluation agency. Specifically, panel regression analysis was conducted using unbalanced panel data from 2017 to 2021, considering carbon emissions (transportation and printing), virtual meeting ratios, paperless meeting ratios, and average travel distance as variables. The results indicate a significant reduction in carbon emissions associated with an increased virtual meeting ratio, while the reduction effect from paperless meetings was not statistically significant. These findings quantitatively support the contribution of virtual meetings to achieving environmental sustainability goals, providing practical evidence for developing ESG strategies in the public sector. However, the study is limited to a single agency and does not address potential negative environmental impacts, such as increased electronic device usage resulting from digital transformation.
