최근 지방소멸 문제의 대응 방안으로 지능정보기술이 주목받게 되면서 중앙정부는 지능정보기술의 활용을 위한 방향성 및 예산을 지원하고 지자체는 지능정보기술 활용을 실질적으로 주도하는 형태가 지방소멸대응을 위한 체계로 자리잡고 있다. 이는 지자체의 지능정보기술 활용 역량이 매우 중요함을 의미한다. 본 연구는 지능정보기술 관련 지자체의 잠재적역량(디지털 조직･인력･예산･제도)과 실재적역량(지능정보기술사업 수)과의 영향관계를 실증적으로 확인함으로써 지자체의 지능정보기술 활용 지방소멸 대응의 실효성을 검증하였다. 검증 결과 디지털예산에서 유의미성을 확인하였다. 따라서 지자체의 지능정보기술을활용한 지방소멸 대응을 위해서는 중앙정부의 예산 지원이 매우 중요함을 알 수 있다. 그러나 지능정보기술 관련 지자체별 역량에 차이가 있기 때문에 중앙정부의 예산 지원과 관련하여 역량이 높은 지자체와 낮은 지자체를 구분하여 지원할 필요가 있다. 본 연구는 중앙정부의 정책방향인 지자체 중심의 지능정보기술기반 지방소멸대응은 지자체를 동일 관점의 단방향적 정책 추진이 아닌 지자체별 역량 차이를 고려하여 지원의 차별성이 필요하다는 점을 실증적으로 확인했다는 점에서 의의가 있다.
Abstract
In response to the growing concern over local extinction, intelligent information technology (IIT) has emerged as a promising solution. The central government has been actively promoting the use of IIT, while local governments have taken the lead in its implementation. This study examined the impact of local governments' IIT capacity (potential: digital organization, personnel, budget, and system; actual: number of IIT projects) on their effectiveness in addressing local extinction. Our findings indicate that digital budget is a significant factor. This suggests that central government funding is crucial for local governments to leverage IIT for local revitalization. However, given the varying levels of IIT capacity among local governments, differentiated support based on their capabilities is necessary. Our research contributes to the literature by empirically demonstrating that a one-size-fits-all approach to supporting local governments in their use of IIT is ineffective.
