이 연구는 지금까지 정책보험으로 그 역할을 담담히 수행해 온 우리나라 무역보험의 경제적 공헌도를 살펴보는 데 목적이 있다. 이를 위해 1992년부터 2012년까지 21년간의 무역보험료 및 수출보험 활용률이 국내총생산(GDP), 금리, 실업률, 환율 등 거시경제지표와 서로 어떤 영향을 주고받고, 상호 간 어떤 관계를 맺고 있는지를 실증분석하였다. 실증분석은 무역보험과 경제지표 변수 간의 장기적 균형관계를 VECM(Vector Error Correction Model)과 충격반응함수(Impulse response function) 및 예측오차 분산분해(forecast error variance decomposition) 등을 통해 살피는 방법으로 진행하였다. 분석결과, 무역보험은 국민총생산과 장기적으로 정(+)의 관계를 맺고 있고, 실업률과는 부(-)의 관계가 있음이 나타났다. 특히, 충격반응 분석결과, 무역보험에 1단위 충격이 발생했을 때 실업률이 관찰기간 중 하락하는 반응을 보여, 무역보험이 국내 실업률 안정에 일정 이바지했음을 확인하였다. 또한, 환율이나 금리 상승 등 대내외 불확실성 증대 시 무역보험 공급 확대로 무역업자의 경제적, 심리적 안정을 담보해 주는 한편 장기적으로 환율과 금리를 안정시키는 기능도 있는 것으로 나타났다.
Abstract
This paper aim to empirically analyze how Trade Insurance affect Economy and determine economic contribution of Trade Insurance as public insurance. Thus, this paper focuses on exploring relationship between macroeconomic variables and Trade Insurance empirically. In an attempt to test their relationship, VECM(Vector Error Correction Model), Impulse response function and forecast error variance decomposition was adopted and time series data on export insurance utilization rate(ratio of national exports covered by export credit insurance) , GDP, unemployment rate, market interest rate(AA- corporate bonds returns) and exchange rate for the period covering 1992-2012 were collated. Empirical results show that Trade Insurance is positively and significantly related to GDP while negatively related to unemployment rate. Especially, since Trade Insurance contribute to decrease unemployment rate, it is for sure that trade Insurance contribute to decrease unemployment rate in domestic market. Our research also finds as uncertainty in the market increases, seen it as increase of exchange rate and Interest rate, increasing Trade Insurance supply is stabilize the exchange rate and Interest rate in long-term.
