아세안경제공동체 출범에 따른 아세안역내무역 분석 및 시사점: EU, NAFTA, MERCOSUR와의 비교를 중심으로

초록

아세안은 역내무역의 외형적인 성장에도 불구하고 아세안의 역내무역은 실제적인 역내경제의 통합이라는 측면에서는 한계를 드러내고 있다. 역내무역 규모와 비중의 증가가 양적 성장이라면 역내무역의 지역편향성, 내향성 수준은 역내무역의 질적 성장을 판단할 수있는 기준이 될 수 있다. 지역편향성, 내향성을 파악하기 위한 방법으로 역내무역집중도지수와 지역무역내향성지수를 활용할 수 있는데 동 지수를 분석한 결과 동아시아 아세안 역내무역은 EU, NAFTA에 비해서도 낮고 개도국들의 경제통합체인 MERCOSUR에 비해서도 내향성이 낮은 것으로 나타났다. 2008년 글로벌 금융위기 이후에는 EU, NAFTA의 내향성이 높아진 데 반해 아세안의 내향성은 오히려 하락세를 나타냈다. 역내무역집중도지수와 지역무역내향성지수를 종합해 볼 때 아세안의 역내무역은 외형적인 성장에도 불구하고 상호 중간재 위주로 무역을 해 가공한 후 역외로 수출하는 중간재 중심의 무역을 중심으로 이루어지고 있음을 보여주고 있고 AFTA형성 이후 역내무역의 역내편향성및 역내지향성이 강화되는 모습을 보였지만 2000년대 중후반 이후다시 약화되는 모습을 보여 경제통합으로 인한 역내무역의 연계성 강화를 위한 새로운 계기 또는 방안이 필요할 것으로 보인다. 특히 2015년 아세안경제공동체 출범을 위해서는 경제통합으로 인한 역내무역의 연계성 강화를 위한 획기적인 방안 및 실천이 필요할것으로 보이며 이렇게 될 때 비로소 아세안경제공동체의 출범이 아세안 역내무역의 실제적인 발전 및 심화를 위한 계기와 기회로 활용할 수 있을 것이다. 그러므로 역내무역의 발전을 위해 보다 포괄적이고 높은 수준의 역내경제통합을 위한 무역질서 및 규범을 마련하고이의 실현을 위한 구체적인 방안과 노력을 모색해야 할 것이다. 또한역내무역자유화 효과를 배가시키기 위해서 중간재 중심의 무역자유화에 그치지 않고 소비재를 포함한 최종재까지 자유화의 혜택을 누릴 수 있도록 노력할 필요가 있을 것이다. 이러한 역내무역자유화심화를 통해 역내무역의 질적 성장을 도모한다면 역내시장의 확대를 기반으로 아세안경제공동체의 성공적 실현이 가능할 수 있을 것이다. 이러한 측면에서 아세안경제공동체의 출범은 아세안의 역내무역의 질적 발전을 위한 계기와 기회로 활용할 수 있다는 데 그 의미를찾아볼 수 있을 것이다. 역내무역의 실제적 발전과 보다 포괄적이고높은 수준의 역내경제통합을 위한 역내무역질서 및 규범을 마련하고 이의 실현을 위한 구체적인 방안과 노력을 모색해야 할 것이다. 역내무역자유화 효과를 배가시키기 위해서 중간재 중심의 무역자유화에 그치지 않고 소비재를 포함한 최종재까지 자유화의 혜택을 누릴 수 있도록 노력할 필요가 있을 것이다. 이러한 역내무역자유화심화를 통해 역내무역의 질적 성장을 도모한다면 역내시장의 확대를 기반으로 안정적인 경제성장을 도모할 수 있을 것이다.

Abstract

This study examines the trends and issues of intra-regional trade ofASEAN ahded of ASEAN Economic Community in 2015. Forcomparative study we examine the cases of EU, NAFTA, andMERCOSUR as well. ASEAN has achieved the economic developmentthrough trade liberalization and export-oriented strategy. Furthermore,intra-regional trade of ASEAN has been accelerated along with the launchof a regional free trade agreement AFTA in 1993, and free tradeagreement(FTA) with China, Korea, Japan, India, and EU since themid-2000s. For example, ASEAN’s trade volume has increased sharplyand the intra-regional trade share has increased gradually during last 30years (1980～2012). However, the quantitative growth like increase in the scale and share isnot sufficient condition for the improvement of level of trade ofqualitative growth. For ASEAN, intra-regional trade intensity index andregional trade introversion index have decreased in spite of the increase of the volume and share of intra-regional trade. On the contrary for EU,NAFTA, MERCOSUR, the intra-regional trade intensity index andregional trade introversion index have increased gradually meaning of theadvance of intra-regional economic integration in these economic area. In particular, in order to successful launch of the ASEAN EconomicCommunity by 2015 the strengthening of the linkage of production lineand supply chain among ASEAN countries are necessary. Therefore, forthe development of more comprehensive intra-regional tradedevelopment and a high level of regional economic integration, theliberalization of intra-regional trade should be advanced and the ordersand norms for the trade need to be sought. In addition, intra-regional tradeneeds to be oriented toward final goods, especially consumer goods. Thedeepening intra-regional trade with a quantitative growth of trade in theregion would be the one of the essential factors for the successfulrealization of the ASEAN Economic Community.
