관세인하와 같은 무역자유화는 국내 지역경제의 대외무역의 변화뿐만 아니라 지역간 자원의 재배분과 소득재분배를 초래한다. 그동안 자유무역협정과 같은 무역자유화 조치가 한국경제 전체에 미치는 효과에 대한 분석은 많았지만 이러한 무역자유화조치가 수도권경제를 포함하는 국내 지역경제에 미치는 효과, 특히 지역경제의 생산과 해외무역에 대한 분석은 제한적이었으며 다른 지역경제와의 연계성을 고려하지 않은 채 지역경제자체만을 분석대상으로 하였다. 본 연구에서는 한국은행이 발표한 지역산업연관표를 이용하여 수도권과 비수도권의 경제적 연관관계를 고려한 다지역 일반균형분석을 통하여 관세인하가 수도권과 비수도권 경제의 산업별 수출입과 생산에 미치는 효과를 계산하고 무역자유화가 어떤 지역산업들에 대외 리스크를 유발할 수 있는 지를 분석하였다. 분석결과 관세인하는 수도권과 비수도권 모든 산업의 수출을 감소시키며 수입은 증대시키는 것으로 나타났다. 또한 비수도권경제의 부가가치와 고용, 임금소득 및 자본소득을 증가시킴으로써 수도권과 비수도권의 경제 불균형도 일부 해소하는 것으로 나타났다.
Abstract
This paper concerns itself with calculating the effect of a tariff reduction on regional economies, Metropolitan and non-Metropolitan areas in Korea. A multi-regional computable general equilibrium model is set up to investigate how the regional functional incomes and resource allocation are affected by trade liberalization, utilizing the regional social accounting matrix based on regional input-output tables and national income accounts published by the Bank of Korea in 2009. The simulation result shows that the tariff reduction reallocates some of labor from Metropolitan to non-Metropolitan area, raising the gross regional domestic product and the labor and capital incomes of the non-Metropolitan region and reducing those of the Metropolitan region, indicating that the trade liberalization favors the non-Metropolitan area.
