Abstract
Thailand's railways, which have long been neglected, are seeing major improvements as the ASEAN community has come together to construct the Pan-Asia railway network. Moreover, as China's plan to connect ASEAN countries to mainland China via the Belt and Road Initiative is effective, people became aware of the potential for Thailand’s railway and accelerated its development plans. However, the railroad development project, which has attracted attention as a major business opportunity in the country, is progressing slowly due to the complexity of budget negotiations, technological compromise with China, and unstable domestic politics. This study focuses on the fact that the controversy in the course of infrastructure construction is not currently an idiosyncratic phenomenon. This phenomenon also manifested itself in the historical process of the railroad construction in the nineteenth century. This article presents how the railroad’s construction was planned and implemented during the construction of the Thai nation-state. Then, the article analyzes the domestic and international political situation through newspaper articles related to the progress of the high-speed railroad construction from 2015, when the ASEAN Economic Community was created. These examine how the political situation during the initial construction in the nineteenth century is similarly reflected in the present high-speed railroad construction. Through these comparisons and analyses, this study shows that the railroads in Thailand can serve as a case study for analyzing the concerns of foreign economic dominance, the promise of economic prosperity, and justifying political authority.
