이 글은 심의민주주의의 이념과 그것에 기초한 심의적 의사결정이 미래세대에 대한 배려의 이념을 담을 수 있는가의 문제를 다룬다. 이를 위해 우선, 우리에게 생소한 개념인 심의민주주의 이념을 간략히 소개한다. 그 다음 다른 대안들과 비교해 볼 때 심의적 의사결정이 갖는 매력이 무엇인가 살펴본다. 마지막으로 미래세대의 문제와 관련해 심의적 의사결정의 문제점을 살펴보고, 그것의 극복가능성을 모색한다. 이와 관련해 자기뿐만 아니라 타자의 관점과 이익을 고려하는 심의민주주의의 원리를 확대해 미래세대에 적용해보자는 논의가 갖고 있는 한계를 밝힌다. 그리고 미래세대의 대리유권자와 대리대표 개념을 도입하여 미래세대를 제도적 차원에서 배려하자는 주장을 대안으로 제시하고자 한다.
Abstract
Deliberative Democracy and Future GenerationKim, Myung SikWe investigate whether the idea of deliberative democracy and the method of deliberative method can solve the problem of future generation. In order to explore it, firstly we introduce what the ideal of deliberative democracy is. Secondly, we explore the virtue that model of deliberative decision-making is seen to have. Lastly, we deal with the problem of the model concerning future generation and the solutions. We insist that the suggestion that the principle of deliberative democracy should be expanded has some limitations. We propose that we regard the interests of future generation at level of institution by means of introducing the system of proxy representation and electorate.
