‘침묵의 살인자’ 미세먼지로 인한 대기오염 및 기후적 재앙에 대한 책임윤리 문제

이 논문은 미세먼지라는 대기오염 문제에 대한 책임의 문제를 다룬다. 그러기 위해서 나는 먼저 ‘죽음의 먼지’나 ‘침묵의 살인자’라는 오명이 씌워진 미세먼지라는 것이 무엇이고 그 심각성이 어떤지에 대해 검토한다. 그러고 나서 이런 대기오염의 문제가 정치, 경제적이고 과학기술적인 문제이기도 하겠지만, 근본적으로 윤리적이고 철학적인 문제라는 것을 드러낸다. 그러면서 그 문제의 근본적인 특성이 다른 여타의 환경문제들처럼 ‘장기적인 집합적 행위의 문제’라는 점을 밝힌다. 그런데 바로 환경문제의 이런 특성은 사람들로 하여금 미세먼지 등과 같은 환경문제를 무시하거나 등한시하도록 만든다. 이것이 이른바 사소함의 문제다. 사소함의 문제라는 것은 미세먼지 문제나 지구적 기후변화의 문제를 해결하는데 내가 기여하는 것이 사소한 것이고, 그것이 나에게 약간의 비용을 요구하거나 손실을 가져오게 된다면, 사람들은 그런 일을 하지 않으려 든다는 것을 말한다. 더군다나 다른 사람들이 그런 문제를 해결하려는 노력을 할 것인지가 확실치 않은 경우라면 더욱 더 그런 일들을 하지 않으리라는 것이다. 여기에서 나는 이러한 사소함의 문제를 해결할 수 있는 몇몇 대안을 살펴볼 것이다. 그리고 끝으로 장기적인 집합적 행위의 문제로서의 환경문제들이 지니는 이런 사소함의 문제를 해결하기 위한 한 방안으로 책임윤리의 문제를 몇몇 선행 논의들을 통해 검토해 본다. 그리고 우리 현실에서 그것의 실현 가능성을 탐색해 본다.
Abstract
This paper deals with the problem of responsibility for air pollution problem called fine dust. To do this, I first examine what is fine dust stigmatized as 'Death Dust' or 'Silent Killer' and what is the seriousness of it. Then, I reveal that the problem of air pollution is a political, economic, scientific and technological problem, but it is fundamentally ethical and philosophical. In doing so, I examine that the fundamental characteristics of the problem are 'longitudinal collective action problems' like other environmental problems. But these characteristics make people neglect and disregard environmental problems such as fine dust. This is what is called the problem of inconsequentialism. This arises when a person's contribution is nearly inconsequential to addressing fine dust problems or global climate change problems and may require some cost from the standpoint of the person’s own life. In this case, people will not do that. And when it is uncertain whether others will make the effort to solve that problem, they won’t do it. Here I will examine some alternatives to solve these problem. Finally, as a way to solve the problem of inconsequentialism that such environmental problems as the 'longitudinal collective action problems' have, I review the problem of responsibility ethics through some preceding discussions. And I explore the possibility of realization of it in our real world.
