허먼 데일리는 생태경제학의 대부로 불린다. 그 이유는 그가 1960년대 후반부터 오늘에 이르기까지 줄곧 생태경제학자로서의 길을 걸어오면서 이 분야의 기초를 다져놓았기 때문이다. 데일리의 생태경제사상의 핵심은 이른바 ‘정상상태’ 경제론이라 할 수 있다. 정상상태 경제란 원료 투입량을 최저 비율로 유지함으로써 전체 인구와 물질적 부의 축적이 항상 어떤 바람직한 수준을 유지하는 경제로 정의된다. 데일리도 한때는 경제성장을 강조하는 성장론자의 한 사람이었다. 이러한 데일리의 관점을 전환하는 데는 3명의 학자가 큰 영향을 끼친 것으로 판단된다. 그 3명의 학자란 밀(J.S. Mill), 볼딩(K.E. Boulding) 그리고 조제스쿠-뢰겐(N. Georgescu-Roegen)을 가리킨다. 본 연구의 주 목적은 데일리의 정상상태 경제론이 형성되는 데 큰 영향을 끼친 것으로 여겨지는 3인의 학자의 주장을 살펴보는 데 있다.
Abstract
Herman Daly is called the godfather or founder of ecological economics. The reason is that Daly laid the foundations of eco-economics as he continued on his path as an eco-economist from the late 1960s to the present day. The core of Daly's environmental thought is the 'steady state' economic theory. A steady-state economy is defined as an economy in which the accumulation of the total population and the material wealth is always at a desirable level by keeping the raw material input at the lowest rate. Daly was once one of the economists who stressed economic growth. It is considered that three scholars have had a great influence in turning the view of Daly, who was once an advocate of economic growth. The three scholars refer to J. S. Mill, K. E. Boulding, and N. Georgescu-Roegen. The main purpose of this study is to examine the arguments of three scholars who are considered to have had a significant impact on the formation of Daly's steady-state economic theory.
