오늘날 국제사회의 발전 의제로 떠오른 지속가능성은 환경에 대한 관심으로부터 시작되어 이후 경제적, 사회적 측면으로 개념적 외연이 확장되었다는 특징을 보인다. 하지만, 환경에 대한 고찰이 오늘날 지속가능성 담론의 핵심을 차지하고 있음에도 불구하고, 지속가능성 연구에서 환경관리의 대상 및 내용에 관한 개념적 틀을 제시하는 연구는 부족한 상황이다. 특히, 보호, 보전, 보존 등 환경의 관리를 위한 유사 개념 간의 내용적 범위와 방향성의 차이를 탐색하는 연구가 요구되며, 이를 바탕으로 지속가능성 측면에서 환경관리에 대한 공동의 합의가 마련되어야 한다. 따라서, 본 연구에서는 환경에 대한 도덕적 가치(인간중심주의, 비인간중심주의)와 관리적 행위(간섭주의, 불간섭주의)를 중심으로 지속가능성 개념에서 나타난 보호, 보전, 보존의 적용 의미를 탐색하고, 기존의 환경관리, 환경철학 논의와 비교하여 지속가능성의 실현을 위한 함의를 도출하였다. 분석결과, 지속가능성 개념에서 보호, 보전, 보존의 적용 의미는 도덕적 가치 측면과 관리적 행위 측면에서 주로 보전을 가리키는 것으로 나타났다. 도덕적 가치 측면에서 환경의 보호는 주로 발전과 대비되는 개념으로, 보전과 보존은 각각 자원의 이용 및 웰빙과의 비교 대상으로서 그 의미가 파악되었다. 또한, 관리적 행위 측면에서는 국제협력, 기술 등 인간의 적극적인 개입이 수반되는 간섭주의를 중심으로 보호, 보전, 보존의 용례가 대체로 유사한 맥락에서 나타났다.
Abstract
The effective management of the environment plays a pivotal role in sustainability, yet the field lacks a comprehensive conceptual framework delineating its content and scope in research. This study addresses this gap by examining how key environmental management concepts such as protection, conservation, and preservation are understood and applied within the context of international sustainability agreements. The research focuses on clarifying the moral values and management actions associated with these concepts and compares these applications with existing definitions in the literature. The findings show that, in the realm of sustainability, protection, conservation, and preservation are predominantly concerned with moral values and management actions pertaining to conservation. Notably, protection often aligns with developmental goals, while conservation and preservation are associated with responsible resource use and overall well-being, respectively. Also, these concepts typically involve interventionist management actions, encompassing active human involvement, international cooperation, and technological advancements.
