It is a priori thing to research community welfare divide in building a community welfare plan. Because it is the policy process which define problems in community welfare, set goals of community welfare plan, and supply a guideline in making welfare programs. This study analyses research trends on community welfare divide with special references to research scope, unit of analysis, and measurement method. In terms of research scope, community welfare is treated as an elements of community development. It is considered that the divide in community welfare was caused from the disparity of community development policies. Integrated local government or basic local governments are preferred as unity of analysis, while the small area which compose of basic local government is indifferently used. The trend of measurement method is in indicator approach, but that exposes many problems. The trends of divide research have some implications in building a community welfare plan. To produce a useful policy information, divide research need to consider the followings; specification of concepts of community welfare, expansion of analysis unit, and repletion of indicator measurement method.
