광역자치단체의 무연고 사망자 장례지원에 대한 역할 고찰

Abstract

This research aims to analyze the characteristics of ordinances specifically enacted by metropolitan councils, on that basis, the research makes a suggestion role of metropolitan councils about the public funeral for the unrelated deaths. a total of 10 local ordinances have been analyzed in the following categories: the concept and the degree of rights of public funerals, the principle of benefits, and the fund delivery system with the analytical standard of ordinance on social welfare. The summary of the analyzed result is as follows. The enacted ordinance of metropolitan governments broadly defines the meaning of public funeral and focuses on securing resources necessary for public funeral and creating a foundation for effective utilization through efforts to create an administrative and financial foundation and establishing a basic plan. The salary principle shared support for store expenses, Seoul, Busan, and Daegu presented in-kind support for funeral as the wage principle, and Ulsan presented support for the arrangement of relics as the wage principle. In addition, Incheon and Gangwon presented the level of support benefits. Meanwhile, looking at the delivery system, Seoul, Busan, and Daegu specified private institutions and non-profit organizations for funeral support as delivery organizations, and Incheon and Gangwon ordinances specify funeral companies and non-profit organizations as delivery organizations. In addition, the details of management and supervision of affairs entrusted to such delivery organizations were specified in the ordinance by metropolitan and provincial governments except Gangwon. Based on this analysis, the developmental role of metropolitan governments was suggested, such as the composition of a standardized public funeral model, the identification of resources of basic local governments and the establishment of active public funeral affairs.
