Young workers cite short-term policy support, a lack of investment, and capital concentration in metropolitan area as major obstacles. However, the region’s history of grassroots youth culture contributes positively to business operations and recruitment. Despite structural limitations, workers actively engage with available policies to sustain their activities. This study recommends a shift from short-term, startup-focused policies to a long-term strategy that supports the growth of mid-sized enterprises. It also emphasizes the strategic role of local universities in fostering human and material infrastructure and strengthening regional cultural networks. Key policy directions include enhancing collaboration among academia, industry, and support organizations, improving local amenities, diversifying startup programs, and supporting global outreach and experiential learning. Ultimately, the study underscores the importance of regional openness, talent accumulation, and am
