정부는 문화산업 클러스터 조성을 지방 문화산업 육성의 핵심 전략으로 삼고 이를 추진해 왔지만, 핵심 문화산업 사업체의 81.3%가 수도권에 입지하고 있고, 문화산업 종사자의 87.9%가 수도권에서 종사하고 있을 정도로 지역의 문화산업은 아직 미약한 실정이며 장래 또한 매우 불투명한 상황이라 할 수 있다. 문화산업 정책이 중앙정부 주도 체계에서 지방자치단체의 자율성에 기초한 협력적 분권체제로 발전된 것은 매우 긍정적인 현상이지만, 지역의 문화산업이 지역 내에 산재해 있는 전통 문화유산과 지역 예술인들이 지속적인 관심을 가지고 자생적으로 발전시켜 온 문화예술 등에 기반하고 있기 때문에 이들을 통합적으로 응용하는 문화생산 네트워크에 초점을 맞추어 육성 전략을 새롭게 수립할 필요가 있다. 따라서 본 연구는 지역의 문화산업을 지역 현실에 맞게 창작산업의 개념으로 재정립하고, 지역의 창작산업이 활성화되지 못하고 있는 현실적인 문제점들을 분석하여 지역 창작산업의 성장 잠재력과 핵심 역량을 이끌어 낼 수 있는 정책 방안을 도출하는 데 그 목적을 두고 있다.
Abstract
The Korean government has been promoting the establishment of cultural industry clusters as a key strategy in local development. However, with more than 80 percent of culture-related industries placed in Seoul and the capital area, the future of the cultural industry in local cities is not clear. The fact that policies concerning the cultural industry are developed under the local governments, which are in turn guided by the central government is positive. However, the cultural industry in local cities are based on the artists and the cultural heritage of those cities. Therefore it is necessary to design a new strategy that focuses on containing all the local sources. The objective of this research is to reconstruct a new concept of the cultural industry based on the local situation. This paper analyzes practical problems blocking the activities of the local creative industry and makes policy implications to realize the potential of the local creative industry.
