쿼드러플 헬릭스 기반 지역 콘텐츠산업 생태계 혁신전략 구축에 관한 연구: 경남 콘텐츠 산업 생태계를 중심으로

초록

빠르게 변화하는 산업지형 속에서 지역 콘텐츠산업은 이제 지역균형발전이라는 시각에서 벗어나, 입지적인 환경을 극복하고 글로컬 경제체제에 발맞추어 나갈 수 있는 차별화된 혁신전략이 요구된다. 본 논문에서는 지역 콘텐츠산업의 생존전략이자 혁신전략을 수립하기 위해 지식기반경제의 지역혁신모델로 활용하고 있는 ‘쿼드러플 헬릭스’ 이론들을 고찰하여 지역 콘텐츠산업을 분석하였다. 지역 콘텐츠산업의 헬릭스 분석 결과, 현재 초기 단계의 쿼드러플 헬릭스 또는 쿼드러플 헬릭스의 방임주의적 모델이 나타났다. 즉 산-학-관-민의 협력·교류활동은 일어나고 있지만 혁신시스템으로서는 가동하고 있지 않은 단계이다. 이를 기반으로 한 지역 콘텐츠산업의 혁신전략을 다음과 같이 제안한다. 혁신전략의 목표는 콘텐츠 지식(IP)생산 시스템의 회복이다. 실천을 위한 세부방안으로 기술 진입장벽이 낮고 글로벌 플랫폼을 가진 분야로의 집중투자 전략, 콘텐츠 브랜드 기업의 전략유치를 위한 인센티브 특화, 장르-기술 기반에서 벗어난 생태계 확장 전략이다.

Abstract

In a rapidly changing industrial landscape, the local content industry now needs a differentiated innovation strategy that can break away from the perspective of balanced regional development, overcome the locational environment, and keep pace with the glocal economic system. In this paper, the local content industry was analyzed by examining the ‘Quadruple Helix’ theories, which are used as a regional innovation model in the knowledge-based economy, in order to establish a survival strategy and innovation strategy for the regional content industry. Helix analysis of the local content industry revealed that the Quadruple Helix or Quadruple Helix laissez-faire model is currently in its early stages. In other words, cooperation and exchange activities between industry, academia, government, and the public are taking place, but it is not in operation as an innovation system. Based on this, I propose the following innovation strategy for the local content industry. First, recovery of the content knowledge (IP) production system, second, intensive investment strategy in areas with low technology entry barriers and global platforms, third, specialization of incentives to strategically attract content brand companies, fourth, genre-technology base. It is a strategy to expand the ecosystem.
