This paper aims to discuss the macrostructure of the dictionary, namely selection and arrangement of headword, for the development the dictionary of Korean Learner's common errors. To this end, the previously published error dictionary for foreign learners was analyzed and reviewed the arrangement of headword. And then, we carried out the work to select the headword using Korean learner error corpus built from 2015 to 2019(800,000words). First, the headword arrangement was classified into three categories: vocabulary, grammar, and pronunciation. Next, the headwords by category are presented in Korean alphabetical order so that users can easily find them. Second, the work of selecting a headword was accomplished by a compromise between a method of quantitatively analyzing the error corpus of Korean learners and a method of qualitative review based on theory and teaching experience. As a result, a total of 1,593 were selected as the primary headword list, with 623 in the vocabulary category, 427 in the grammar category, and 543 in the pronunciation category.
