Abstract

This article aims to examine Kim Il-sung's proposed Second Invasion Plan, focusing on its formation background, motivations, and the pri mary reasons it was never executed. Using internal briefings by Qiao Guanhua, then Chinese Minister of Foreign Affairs, as key source mate rial, the study highlights Kim Il-sung's intent to secure Chinese support for his plan to achieve unification of the Korean Peninsula by force. It also discusses China's decision to reject this request, citing domestic eco nomic difficulties and the complexities of the international environment. Kim Il-sung's motivations for the second invasion stemmed from a miscalculation of the international situation and unrealistic expectations based on the success of the Vietnamese revolutionary model. He sought to emulate this model and launch a military offensive to promote revo lution in South Korea. However, Qiao Guanhua’s internal briefings clearly indicate that China was unwilling to support North Korea’s mili tary adventurism unless the conditions of favorable timing(天時), geo graphical advantage(地利), and popular support(人和) were met. China emphasized that unless an external invasion posed a direct threat to its national security, its assistance would remain limited to moral and ma terial support, excluding military intervention. The analysis of Kim Il-sung's motivations and China's diplomatic stance confirms that the Second Invasion Plan was ultimately abandoned due to a lack of support from key allies. This outcome reflects the com plexities of the Korean Peninsula's geopolitical situation during the Cold War while also illustrating China's pragmatic approach to international relations.
