Abstract

This article investigates the historical formation of China’s North Korea policy through an analysis of China’s participation in the Korean War, and discusses its continuity and change during the contemporary period. In comparison to other research that emphasizes the role of Kim Il-sung and Stalin as the agents of the war, this article focuses on the role of Mao Zedong and other China's political elites in making the decision to enter the war. Not adopting the method of chronological narration, this article examines the roles of four variables―ideational solidarity, external security threat, internal security threat, and strategic consideration―to analyze their relative importance. It shows that the variables of ideational solidarity and external security threat were the constitutive factors that led China to consider entering the war, that internal security threat on ‘the instability of Northeastern region’ was the key variable for its final decision to do so, and that strategic consideration was partly carried out through its actual participation in the war. The historical foundation of Sino-North Korean relations constituted through the war still remains in a reconstructed form, and its legacy limits the scope of China’s North Korea policy transition.
