소상공인 거래 블록체인 구축에 관한 제언

4차 산업 혁명은 지급결제시스템을 중심으로 금융시스템을 변화시키고 있다. 우리나라에서도 제로페이가도입되고, 핀테크 및 금융플랫폼 활성화를 위한 정부의 결제 인프라 혁신 방안이 발표되는 등 지급결제와관련된 금융혁신이 진행 중이다. 현재 진행 중인 혁신은 기존 시스템의 불합리한 측면을 개선하기는 하지만, 앞으로 급격히 변화할 전 세계적 금융환경에 대응하기에는 충분하지는 않다. 이에 본고에서는 새로운 금융환경에종합적으로 대처하며 지급결제제도와 소상공인금융에서 근본적 혁신을 이끌어 낼 수 있는 하나의 방안으로“소상공인 거래 블록체인 네트워크(일명 소상공인체인1.0)” 구축에 대하여 논의한다. 인프라 구축과 운영에소요되는 비용이 낮아 소상공인체인1.0은 소상공인들은 물론 참여하는 소비자 등의 거래비용을 현재 시스템보다절감시킬 수 있다. 또한 장기적으로 체인 내에 쌓이는 데이터를 활용한다면, 소상공인에 대한 신용평가가개선될 수 있는 등 소상공인 금융 환경의 전반적 개선도 가능하다.
Abstract
The Fourth Industrial Revolution has globally transformed the financial system, especially the payment and settlement system. In Korea, changes related to the payment and settlement system such as the introduction of so-called Zero Pay and the announcement of the government's payment and settlement infrastructure reform measures are underway. However, it is not sufficient to innovate the current payment and settlement system because ongoing changes simply fix the unreasonable aspects of existing systems. In this article, we discuss the establishment of a “Self-employed Small Business Transaction Block Chain Network (so called Small Business Chain 1.0)” as one of the radical ways to innovate the payment and settlement system and small business finance. Due to the intrinsic nature of blockchain technology, the Small Business Chain 1.0 can offer great benefits to self-employed small businesses as well as participating consumers by reducing payment and settlement costs. Also, the Small Business Chain 1.0 can be a comprehensive solution to small business finance by naturally and securely collecting all the true transaction and financial data.
