건강가정지원센터의 맞춤형 복지서비스 제공을 위한 연구: 서울시 금천구와 서초구를 중심으로

Customized Welfare Service in Healthy Family Support Centers: Focusing on Seocho-gu and Geumcheon-gu in Seoul

초록

사회복지 서비스의 지방분권은 지역 주민의 수요에 대응하고 지방 정부의 효율성을 향상시킬 수 있다는 점에서 중요한 의미를 갖는다. 이에 본 연구에서는 금천구와 서초구 주민을 대상으로 가족복지 수요를 조사하여 비교·분석하고, 건강가정지원센터의 담당자와 심층면접을 실시하여 구조적인 분석을 시도하였다. 다중회귀분석 결과, 두 자치구 주민들이 느끼는 가정생활에 대한 주관적인 만족도와 가정 내에서 겪고 있는 어려움의 정도에 유의미한 차이가 나타났다. 한편, 가족을 위한 프로그램에 대한 필요성은 지역별로 유의미한 차이가 발견되지 않았는데 이는 보다 정부의 적극적인 정책을 통해 국민의 의식을 변화하고 그들이 가지고 있는 가족 정책에 대한 잠재 니즈를 해소시켜야 한다는 것을 시사한다. 또한 건강가정지원센터 담당자와의 심층면접을 통해 건강가정지원센터가 아직 지역 주민의 특성과 수요에 맞춰 서비스를 제공하고 있다고 보기 힘들며 더욱이 예산의 권한이 시·군·구 건강가정지원센터가 아닌 여성가족부에 집중되어 있어 근본적이고 구조적인 한계점이 있는 것으로 나타났다. 따라서 건강가정지원센터의 자치구별 맞춤형 가족복지 서비스를 제공하기 위해서는 정기적이고 체계적인 주민 수요 조사를 실시하는 것과 더불어 예산의 권한을 지방으로 이양하는 것이 우선적으로 해결되어야 할 것이다.

Abstract

Decentralization of social services is considered to improve the productive efficiency of local governments while also enhancing their ability to meet the demands of their residents. In this study, we used a mixed method approach by analyzing quantitative survey data as well as qualitative interview-based data. The paper first sets out to examine whether the demand for family-related welfare services varied across 200 residents in two local districts, Seocho-gu and Geumcheon-gu, within the city of Seoul by collecting and analyzing survey data. Next, interviews with employees of the Healthy Family Support Center(HFSC) were conducted and analyzed to better understand management related structural problems under the decentralized social welfare system. Multiple regression analysis revealed that differences between the two districts for family life satisfaction and troubles experienced within the family were statistically significant. On the other hand, residents did not report statistically different needs for the five different types of family support programs between the two districts implying that family dissatisfaction or troubles do not necessarily translate into higher demand for welfare services. Findings from the qualitative analysis indicated that the centers were not providing customized regional service geared toward residents’ needs even though they aimed to do so. This was related to the fact that financial authority and budget related decision making were dominated by the Ministry of Gender Equality and Family with little input from local governments. The paper concludes that in order to provide customized service to local residents effectively, the HFSC should conduct systematic surveys regularly to better identify local demand and efforts should be made to reallocate financial authority to the local government.
