지방공무원의 정치적 중립 저해요인에 관한 고찰

초록

본 연구는 규범적으로 요구되는 지방공무원의 정치적 중립이 과연 실현가능한지 그리고 저해요인은 무엇인지를 분석하고, 이를 토대로 지방공무원의 정치적 중립을 제고하기 위한 방안을 제언하려는 것이다. 정치적 중립 저해요인을 분석하기 위한 변수는 환경적, 제도적, 구조적, 인적(人的) 요인들을 복합적으로 고려할 수 있도록 설정하였다. 본 연구의 분석변수는 지역사회의 환경적 특성, 정치･행정제도 요인, 정치권 및 자치단체장의 정치적 압력, 외부감시의 실효성 여부, 업무특성 및 재량행위, 지방공무원 자체 요인 등이다. 그리고 이러한 분석변수를 중심으로 지방공무원의 정치적 중립의 실태와 저해요인을 분석하였다. 마지막으로는 실제 분석을 토대로 지방공무원의 정치적 중립을 제고하기 위한 다양한 방안들을 제시하였다. 연구방법은 주로 문헌연구와 면접조사라는 질적 연구방법에 의존하였다. 그 이유는 공무원의 정치적 중립과 관련한 공식 통계자료가 거의 없으며, 정치적 중립이라는 개념의 의미와 지칭범위가 다의적이고 모호하며, 정치행위의 방식도 간접적이고 은밀한 경우가 많아 양적인 측정이 어렵기 때문이다. 면접조사는 지방공무원, 지방정치인, 지역사업가 등을 대상으로 심층면접을 실시하였다.

Abstract

The purpose of this article is to examine whether the political neutrality of local public servants is feasible and realizable and what are the factors impeding their political neutrality, and to suggest policy measures to enhance the political impartiality in local administration. The variables to analyze the factors undermining the political neutrality of local public servants are selected in the manner to comprise the comprehensive factors of environmental context, institutions, structure, legality, and human elements. The analytical variables of this article include the environmental characteristics of local community, political and administrative institutions, political pressures from political powers and the head of local government, effectiveness of external supervision, job characteristics and discretionary power, and local public servants themselves. Research methodology of this article relies on qualitative methods including document research and interview method. Using quantitative methods has limitations under the circumstances where there are few formal statistical data on the political neutrality of public servants and the term ‘political neutrality’ is very broad and polysemous in its meaning and reference range. The partisan political behaviors of local public servants are also conducted not by direct and overt manners but by indirect and covert ones. Accordingly, this article adopts an in-depth elite interview method targeting a small number of local public servants, local politicians, and local businessmen.
