한국 공무원의 정치적 중립 개념 인식

복잡한 사회문제의 해결을 위해 광범위한 재량권을 행사하는 오늘날의 관료, 관료제에게 있어 정치적 중립은 한편으로는 바람직한 권한 행사를 위한 지침으로서, 다른 한편으로는 권력 남용을 억제하는 장치로서 그 중요성은 더욱 커지고 있다. 그럼에도 이 분야에 대한 기존의 연구에서는 정작 정치적 중립 의무를 지키고 또 구현해 나가야 하는 공무원들이 이를 무엇으로 인식하고 있는지를 당사자 입장에서 살펴 본 연구가 극히 드물었다. 따라서 본 연구에서는 우리나라 공무원들이 정치적 중립을 어떠한 의미로 받아들이고 있는지 Q방법론을 이용하여 알아보고자 하였다. 그 결과 공무원의 정치적 중립 개념을 공무원이 자율성과 전문성에 기반을 두고 업무 수행을 하는 것으로 이해하는‘ 자율ㆍ전문성 중시형’, 현재 집권하고 있는 정부의 정책실현에 충실하는 것으로 이해하는 ‘충성 중시형’, 공무원이 정당 정치와 관련된 활동에 개입하지 않는 것에 국한하여 이해하는 ‘비당파성 중시형’, 그리고 업무 수행 과정에서의 공정함, 공평함으로 이해하는 ‘공정성 중시형’ 등 네 가지 인식유형을 발견하였다.
Abstract
While there has been a long history of discussions about political neutrality, the definition of the concept still remain unclear, which make the progress in discussions difficult. As a way to overcome this problem this study explores how civil servants perceive the concept of political neutrality. With the use of Q-methodology, we identified four distinct types of civil servants on the conception of political neutrality. The first type, professionalism-centered, see the concept of political neutrality as to remain independent to exercise impartial judgement in the public interest on the basis of their expertise and professionalism. The second type, loyalty-centered, consider the duty of political neutrality as to faithfully and zealously administer the decisions of the government in power. The third type, nonpartisanship-centered, perceive this concept as not to intervene in the party politics and not to influence the process and the result of elections. The final type, fairness-centered, see the concept as to conduct the government policies and programs in an impartial and objective manner. These conceptions matter because they indicate how civil servants behave and make decisions.
