Abstract
Michel Foucault has been criticized for recognizing the rationality and superiority of neoliberalism through his analysis of governmentality. Nevertheless, it is undeniable that Foucault, who pursued the “revolt of knowledge” rather than the practice of revolt, at least thought more deeply than anyone else about the nature and limitations of neoliberalism. In Foucault’s view, liberalism is a form of critique of state reason. Liberalism establishes an economic reason and gradually activates the logic of Adam Smith’s “invisible hand” or the desirable opacity of the economic process. The central concept of this liberal thought is the ‘interests’. Based on interests, laissez-faire government does not prevent things or events, but allows natural adjustments to take place. In this process, freedom is indispensable as an engine and trigger for the order of things and the entire circulatory system, and the development of natural freedom is accompanied by uncertainty and risk. Security mechanisms are necessary for laissez-faire government to intervene minimally and indispensably in this co-phenomenon of freedom and risk. In neoliberalism, where freedom, risk, and security mechanisms work in a chain, insurance technology is the epitome of social risk-distributing security mechanisms. Based on the concept of risk, insurance functions not only as economic and financial technology, but also as political and moral technology. In this context, it seems that it is the risk of individual ‘freedom’ and ‘credit’ that most troubles humans in contemporary society. Insurance and credit, which start from the concept of infinite pursuit of interests and serve as the basis for rational governmentality and ethical conduct of conduct, are not different from the invention of liberal justice. It seems clear that Foucault, who depicted this world of freedom, risk, security, and insurance technology, is a ‘man who knows liberalism’. At the same time, it seems equally clear that he was never a ‘defender of liberalism’. The revolt he envisioned required knowledge, and the strategic object of that intensive and subtle knowledge was liberalism.
