Abstract
Some scholars claim that Foucault advocated for neoliberalism in his later work. At the center of the debate about Foucault’s true position on neoliberalism is Ewald, a theorist who has tried to explain Foucault’s sympathy with neoliberalism. The political interests of Foucault and Ewald range from the radical left’s Maoism to anti-Marxism, anti-statism, and neoliberalism, but especially since the 1970s, Foucault has focused on the theme of governmentality that has led Ewald to research the social risks and the social insurance system in the 19th century. According to Ewald, the 1898 social legislation of French Third Republic, enacted in response to the workplace accidents, was the birth of a modern political technology and a new ‘solidarity’ based on the category of ‘professional risk’ rather than ‘fault’ and ‘responsibility’. Foucault’s analysis of governability, coupled with his engagement with the political realities of his time, is linked to the issues of social security, social welfare, and the role of the state in the late 20th century. While Foucault was critical of the welfare state system of the 20th century, he was relatively positive about neoliberal governmentality, which enables social security mechanisms against social risks to operate more autonomously. On the issue of welfare, he maintained that the welfare planning should be oriented towards the decentralization of the state and the subjectivization of individuals, and that the programs of such welfare systems should support tolerance, flexibility, and autonomy for minorities and differences. Connected to this view of welfare is his political and cultural conception of giving political identity and centrality to the social ‘marginal’. One of the social programs that corresponds to Foucault’s notion of social welfare, which aims at the ‘autonomy of the social’ and the ‘formation of a self-directed identity’, is Basic Income. It addresses the issues of poverty and the exclusion of the unproductive, who are already separated from labor, and is increasingly being proposed by various political camps. As an “explorer of liberalism” rather than an advocate of liberalism, Foucault’s thought contains the multiple motifs of self-sublation and self-innovation of modernity.
