Abstract

This article is aimed at to investigate and analyse what the Korean language teachers’ perception is about the construct of speaking test. The TOPIK speaking is for general purpose of students. ACTFL_Speaking, TOEIC_Speaking, and IELTS_Speaking are the representative tests to evaluate general purpose of speaking ability at present. The researcher investigated and analysed core constructs from these three tests. Core constructs were categorized into novice, intermediate, and advanced levels according to CEFR(Common European Framework of Reference for Languages). Korean teachers answered fluency, accuracy, and pronunciation are the core construct to evaluate learners’ proficiency. It was revealed that the construct of accuracy and ability to perform task is the most important factor to distinguish between novice and intermediate level of students. On the contrary, fluency and the quality of discourse were the core construct of between intermediate and advanced levels. The teachers answered that the goal of advanced level of should be set up among language learners who are learning Korean as a second language. Finally, there was a significant group difference about core construct, the definition of accuracy and fluency and subordinate construct, the way of valuing core ration compared to proficiency levels, and the construct of pronunciation according to teachers’ teaching experiences.
