A research on the development of a testing tool for the assessment of speaking proficiency in Korean

The aim of this study is to develop a test tool to assess speaking proficiency of Korean of the learners of Korean language. Well known Korean proficiency tests such as TOPIK and KLPT do not have a speaking test in their testing systems. However, an assessment of a learner's communicative competence in Korean is validated only when the assessment of his/her speaking proficiency is included in the test along with the assessment of his/her listening, reading and writing skills. This paper attempts to set up criteria for developing a test tool for the assessment of speaking proficiency in Korean through analyzing the existing foreign language tests and examining theories and researches on the language tests. Based on the criteria established, it attempts to develop the actual speaking test sets. To enhance its reliability, the tool developed should be applied to a variety of the learner groups, and the steady efforts should be taken to improve its validity.
