Abstract

Island regions in South Korea experience significant disparities in access to essential public services due to structural challenges such as weather-dependent maritime transport, nighttime navigation restrictions, and aging transportation infrastructure. These issues go beyond mere mobility inconveniences, leading to delayed emergency medical evacuations, unreliable delivery of essential goods, and restricted access to administrative, educational, and social services, which ultimately exacerbate regional inequalities. This study explores whether advanced maritime mobility technologies—specifically, maritime Aerial Mobility (AAM), autonomous surface vessels, and maritime drones—can effectively enhance public service accessibility in these island areas. To identify institutional gaps in Korea’s current maritime mobility framework, a comparative analysis of international mobility regulations and an assessment of domestic maritime transportation vulnerabilities were conducted. The findings indicate that Korea’s maritime mobility sector is still in its early developmental stage, lacking essential regulatory foundations such as vehicle certification, operational approval, integrated traffic management, and regulatory sandbox mechanisms. The study concludes that phased technology demonstrations and systematic legal and institutional development are necessary for successful implementation. The results provide foundational insights for creating an integrated maritime-low-altitude mobility policy aimed at bridging accessibility gaps in island regions.
