Abstract

This study attempted to suggest implications for Korea's integration of early childhood education and childcare, and educational system reform by exploring the case of New Zealand, which has been promoting a long-term integration since the integration of administrative departments into the Ministry of Education in 1986. New Zealand’s model shows a gradual promotion through a balance between the top-down unification of administration, finance, law, and teacher qualification system, and bottom-up opinion collection, as well as improving quality with coexistence of various types of early childhood education services. Policies to improve service quality include the development and application of the national curriculum, Te Whāriki, which reflects the philosophy and culture of various institutions but shares common goals, orientations, service quality management through the Education Evaluation Office (ERO), and differential financial support according to the percentage of qualified teachers. New Zealand has promoted integration based on central management policies aimed at ensuring freedom of choice for education consumers, maintaining natural quality management through autonomous competition among services, and simultaneously guaranteeing equity and quality. Based on this, implications for Korea on issues such as the teacher training, unification of the legal system, curriculum, and institutional evaluation were proposed.
