유아교육·보육 기관평가 국제비교 및 정책적 시사점 - 영국, 노르웨이, 뉴질랜드를 중심으로
International comparison of ECEC evaluation and policy implications: Focusing on England, Norway, and New Zealand

본 연구는 영국, 노르웨이, 뉴질랜드에서 이루어지는 유아교육·보육 기관 대상 평가를 국제비교·분석하여 우리나라의 유아교육·보육 기관평가에 도움이 되는 정책적 시사점을 도출하였다. 영국, 노르웨이, 뉴질랜드의 유아교육·보육 관련 부처의 홈페이지와 평가관련 공식기관 및 공식문서, 학술논문, 전문가와의 면담 등을 통해서 자료를 수집하였다. 수집한 자료는 평가제도 및 목적, 평가체제 및 절차, 평가 내용 및 기준, 평가결과 활용, 평가자 관리로 나누어 비교·분석되었으며 이를 토대로 유아교육·보육 기관평가를 발전시키는 데 도움이 될 수 있는 정책적 시사점을 도출하였다. 분석결과, 평가의 목적을 명확히 할 필요가 있으며, 평가절차가 간소화되어야 하며, 평가의 목적에 부합하고 기관의 맥락을 반영하는 지표를 구성해야 하며, 평가결과 활용에 대한 논의가 적극적으로 선행되어야 한다. 끝으로 평가에 관련된 이슈가 기술적인 선택의 문제가 아니라 유아의 웰빙과 기관의 자발적 성장을 지원하기 위한 철학적인 이슈로 거듭날 필요가 있다.
Abstract
This study aimed to find policy implications for enhancing the quality of evaluation for Korean kindergarten and child care center through an international comparison of ECEC (Early childhood education and care) evaluation of England, Norway and New Zealand. It is an international comparative study based on literature study. Main resources were each government's official documents, web-based contents from official web-sites related to ECEC evaluation, and conversation with professionals. The collected data were divided and analyzed by 5 items: the purpose, system/procedure, content/standard, use of the result of and management of evaluators. The policy implications through an international comparison are as following. First, there is a need to clearly identify the purpose of evaluation. Second, evaluation procedure should be more simplified. Third, indicators should consider evaluation's purpose and each institution's context. Fourth, the use of evaluation result should be more actively discussed. Lastly, more diverse groups can participate in the evaluation process. This study would an insight and valuable implications to find a direction of both integrating and enhancing evaluation system of kindergarten and childcare center.
