이 연구의 목적은 ‘친권자 징계권’ 뉴스 기사의 댓글을 분석하여 체벌에 대한 사회적 관심과 인 식을 탐색하는 것이다. 이를 위해 정부가 포용국가 아동정책의 일환으로 ‘친권자 징계권’ 개정 추 진 의사를 밝힌 2019년 5월 23일부터 2023년 5월 22일까지 총 4년간 보도된 국내 뉴스 기사의 댓 글을 분석했다. 연구 결과 첫째, 뉴스 기사 댓글의 주요 단어는 ‘부모’와 ‘체벌’임으로 ‘친권자 징계 권’과 관련된 관심이 가정에서의 체벌임을 알 수 있다. 하지만 관심 댓글에서 추출한 내용은 가정, 학교, 사회로 나뉘어 사회 전반에 걸쳐 ‘체벌’에 대한 다양한 논의가 이루어지고 있었다. 둘째, 지 난 4년간 ‘친권자 징계권’ 개정에 대한 댓글의 찬반 경향은 찬성보다 반대의 비율이 전체적으로 높게 나타났으나 찬성의 비율이 점차 높아지는 추세이다. 그리고 ‘친권자 징계권’ 개정 전, 후 공 감과 비공감 댓글은 주로 반대 의견에 공감하고, 찬성 의견에는 비공감하는 형태로 나타났다. 이러한 결과는 ‘친권자 징계권’ 개정으로 아동 체벌 금지에 대한 사회적 관심이 증가하고 있으나, 아 동의 인권 향상을 위해서는 지속적인 관심과 노력이 필요함을 시사한다.
Abstract
The purpose of this study is to explore the social interest and awareness of corporal punishment by analyzing the comments of news articles. To this end, the government analyzed the comments of domestic news articles reported for a four- year period from May 23, 2019, to May 22, 2023, when the government announced its intention to revise the ‘parental right to take disciplinary action’ as part of the national child policy. The results of this study are as follows: First, the main words of the news article comments are ‘parents’ and ‘corporal punishment’, and the focus of interest related to the ‘parental right to take disciplinary action’ is corporal punishment at home. However, the contents extracted from the comments of interest are divided into home, school, and society, and various discussions about corporal punishment emerged throughout society. Second, as for pros and cons, opposing comments regarding the revision of the ‘parental right to take disciplinary action’ for the past four years were higher in number than comments in favor, but the proportion of the latter is gradually increasing. In addition, before and after the revision of the ‘parental right to take disciplinary action’, sympathetic and non-sympathetic comments were mainly expressed in the form of sympathy with the opposing opinion and non-sympathy with the favorable opinion. These results suggest that social interest in prohibiting corporal punishment of children is increasing due to the amendment of the ‘parental right to take disciplinary action’, but it is necessary to continue to pay attention and make efforts to improve the human rights of children.
