Abstract

Innovation is one of the slogans most frequently chanted by the intellectuals of Korea in 21st Century. In particular, Fin-Tech is the key concept representing financial innovation, which emerged rapidly as the “Icon” of the financial industry of Korea on and after January 30, 2015, when the Financial Service Commission of Korea officially announced conglomeration of financial service and IT technology as its policy to promote the industry. However, it did not take a single year to witness that, besides technology-based methodological innovation, Fin-Tech is not fully capable of bringing the “substantive” innovation based on the innovation of financial instruments to the entire financial industry. Considering that financial sector is the industrial area sustaining the greatest asymmetry between the suppliers and consumers of goods and services, critics pointed out that the information gap between financial institutions and financial consumers is growing wider as the technology advances. Such criticism can be clearly confirmed in view of the current aspect of the financial service that all the information necessary for consumer’s decision-making is simply stored in web sites, whereas risk of mis-selling is entirely transferred to financial consumers. Whether supporting or criticizing the current innovation of financial technology, the goal to be sought should be the same. No one would object to having sound development of financial industry. The only difference lies in conceiving what the true solution should be in order to reach the goal. After all, the answer seems quite clear. “The surest way” to attain sound development of financial industry is to establish integrated legal system that can assure protection of financial consumers. The increasingly large information asymmetry will result in more prevalent moral hazard of financial institutions and the more financial risk they transfer to consumers, the more likely are the consumers to make adverse selection by refusing services provided by financial institutions. As revealed by empirical studies in the marketing sector, the revolution in sales is impossible without assurance of consumer welfare. The fact that electronic transaction industry has grown in both quantity and quality in keeping with increasing consumer welfare has long become common knowledge. The financial industry simply cannot be an exception. We should set aside the fantasy that advancement of financial technology would bring to us sound development of financial industry. It is actual legislation of the Draft of Financial Consumer Protection Act and following increase in financial consumers’ welfare that could lead us through the royal road to attain such essential change as innovation of financial instruments and sound development of financial industry.
