Abstract

Korea has achieved a remarkable success in increasing patents both at home and abroad in the past 25 years, especially in the 1990s. In this paper, we attempted to investigate key factors that have influenced Korea’s success in improving innovative capabilities drastically that led to the surge in Korean patenting in the 1990s. To examine possible explanations for the surge in Korean patenting, we made an in-depth analysis of the U.S. patent data by modifying Kortum and Lerner (1999)’s hypotheses and testing schemes. We proposed and tested the technological opportunities view, the IPR-push view, the industrial upgrading view, and the corporate strategy view. In our empirical examination, we showed that all four hypotheses appear to explain the recent surge in Korean patenting at least partially. However, we found that the corporate strategy view that emphasizes the pivotal roles of five largest chaebols and their excellent R&D productivity seem to offer the best explanation for the recent surge in Korean patenting.
