Abstract

The effectiveness of patent rights as an incentive mechanism has long been a central issue among policy makers and economists. This paper investigates firms’ responses to the 1994 Korean patent reform and examines whether the reform effectively induced more innovative effort by firms. Considering the inter-industrial differences associated with technological opportunity and the patent dependency for the appropriation of innovation results, we find no empirical evidence that the patent reform induced more innovative efforts of business sectors. The statistical analysis suggests that the technological opportunity of industry is rather an important factor explaining industrial innovative activities and the patent reform might have worked as a potential entry barrier against new entrants.
