헤겔의 시민사회론과 그의 시장근본주의 비판

헤겔은 자신의 『법철학』 3부 2장 「시민사회」에서 한편으로 시민사회와 시장경제체제로서의 근대 자본주의 체제가 성취해낸 것들 그리고 이 체제의 장점을 서술한다. 이 체제에서는 무엇보다도 개인의 주관적 자유가 신장되고 분업을 통한 생산력과 효율성의 증대 그리고 자본의 대대적인 축적이 가능해진다. 다른 한편 그는 고전경제학이 옹호하는 이러한 근대적 자본주의 또는 자유주의에 입각한 시장경제체제가 발생시키는 문제점 및 병리적 현상을 진단하고 이에 대한 철저하고도 예리한 비판을 가하고 있다. 그는 특히 시장이 갖는 역동성과 일종의 자율성을 무비판적으로 신뢰하는 경향 및 이와 관련하여 경제부문에서 정부의 역할을 최소화하려는 이론적 경향에 대해서도 회의적인 입장을 지니고 있다. 그런 의미에서 근대 자본주의 경제체제에 대한 그의 비판은 일종의 시장근본주의 비판으로 읽힐 수 있다. 그는 이 경제체제가 낳는 또 시장근본주의적 관점이 빚어내는 병폐를 지적할 분 아니라, 이 경제체제가 가져오는 폐해를 해결할 처방을 제시하기도 한다. 필자는 이 논문에서 헤겔이 자본주의 체제의 본질을 이해하는 방식, 이 체제의 모순과 문제점들을 바라보는 관점 그리고 이것들의 해결을 위해 그가 제시하는 방향은 여전히 오늘날에도 그를 통찰력 있는 실천철학자로 자리매김하기에 충분함을 주장할 것이다. 아울러 필자는 그의 진단과 처방이 완벽하지 않다는 것을 인정하면서도, 또한 동시에 오늘날의 신자유주의 내지는 시장근본주의가 초래한 심각한 난국을 극복하기 위해 귀기울여야할 만한 가치가 있음을 제시할 것이다.
Abstract
In the chapter of 'Civil Society' of his Philosophy of Right, Hegel illustrates on the one hand the features of civil society, the accomplishments of the modern capitalism as market economy system, and the merits of it. According to him, the modern capitalism makes it possible to increase the subjective freedom of the individual, to promote the growth of productivity and efficiency by means of the division of labour, and to reach a large-scale accumulation of capital. On the other hand, he diagnoses and criticizes severely the problems and maladies which the modern capitalism causes. He is skeptical about the tendency to have a full confidence in the dynamism and autonomy of the market and about the theoretical position to minimize the intervention of government in economic area. In this sense his critique of the modern market economy system can be interpreted as a kind of a critique of market fundamentalism. Hegel not only points out the evils of this system and the standpoint of market fundamentalism, but also delivers remedies for them. In this paper, I will argue that Hegel remains an insightful practical philosopher in that his way of understanding the nature of the capitalist economic system, his viewpoint on the contradictions and problems of the system, and his theoretical and practical suggestions in order to solve them are still valid in today's circumstances. I will show that while his diagnosis and prescription are not sufficient and limited, they deserve respectable attention to overcome the crisis situation that neo-liberalism or market fundamentalism brought about.
