上海自贸区的设立既是适应国际经济形势新变化的需要，也是国内进一步深化改革的必然要求。自贸区的建设涉及投资、贸易、金融、法律等多个领域，政府职能转变是重中之重。上海自贸区成立半年多来，在机构设置、投资管理体制、海关、检验检疫和税收监管等方面进行了积极的探索和制度创新，提供了一批可复制、可借鉴的经验，收到了良好的效果。展望将来，这场万众瞩目的“改革开放2.0”试验，掌舵者是政府，最大的变量也是政府，改革成功的最终受益者更包括政府。
Abstract
The establishment of China (Shanghai) Free Trade Zone is not only to adapt to the new changes in international economic situation, but also the inevitable demand of China to deepen the reform. The construction of FTZ relates to investment, trade, finance, legal and other fields, of which the transformation of government functions is the most important. Since being established half a year ago, China (Shanghai) Free Trade Zone has conducted a lot of explorations and innovations in the institutions, investment management system, customs, inspection and quarantine, tax supervision and other aspects, provided a number of experiences and learning, and received good effect. Looking to the future, the helm of this much anticipated "reform and opening up 2.0" test is the government, the biggest variable is the government, and the ultimate beneficiaries also include the government.
