경찰-지역사회관계(PCR)의 주민만족도 향상방안에 관한 연구

경찰-지역사회관계(PCR)는 경찰과 지역사회가 서로의 문제점들을 이해하고, 이에 적절하게 대처할 수 있는 능력에 관한 것으로서, 경찰이 직면해 있는 어려움에 대해 지역사회가 이해하고, 경찰과 지역사회 양자가 서로 조화롭게 협력하려는 노력을 의미한다. 특히, 지역사회 경찰활동의 성공 여부는 우호적인 경찰-지역사회관계의 형성, 즉 경찰과 경찰활동에 대해서 지역주민이 얼마나 존중하고 지지하느냐에 달려있다. 이 연구의 목적은 경찰-지역사회관계의 주요요소들 중에서 어떤 요소들이 주민만족도에 유의미한 영향을 미치는지를 살펴보고, 경찰-지역사회관계에 관한 주민만족도를 향상시킬 수 있는 방안들을 제시하는 것이다. 이 연구는 대전광역시의 5개 구에서 거주하고 있는 주민 243명을 조사대상으로 하였고, 독립변수는 경찰과 지역주민간 의사소통, 경찰의 지역사회 봉사활동, 경찰과 지역주민간 범죄정보 공유, 경찰활동에의 주민참여, 경찰-언론관계의 5개 변수이며, 종속변수는 주민만족도이다. 회귀분석의 결과, 유의수준 .05에서 종속변수인 주민만족도에 통계적으로 유의미한 영향을 미치는 독립변수는 경찰의 지역사회 봉사활동(β=.466), 경찰과 지역주민간 범죄정보 공유(β=.212), 경찰과 지역주민간 의사소통(β=.141), 경찰활동에의 주민참여(β=.134) 4개 변수인 것으로 나타났다. 그러나, 통제변수인 4개의 인구사회학적 변수들(성별, 연령, 최종학력, 거주기간)은 주민만족도에 유의미한 영향을 미치지 않는 것으로 나타났다. 따라서, 경찰-지역사회관계에 관한 주민만족도를 향상시키기 위해서는, 경찰이 지역주민들에게 적극적으로 봉사활동을 행하고, 지역주민과 범죄정보를 서로 공유해야 하며, 지역주민들과 일상적으로 의사소통할 뿐만 아니라, 지역주민들을 경찰활동에 적극적으로 참여시킬 필요가 있다. 현재까지 경찰-지역사회관계에 관한 조사연구가 거의 없는 상황에서, 이 연구는 우리나라의 경찰-지역사회관계를 향상시키고, 지역사회 경찰활동을 활성화하는데 기여할 것이라고 여겨지며, 앞으로는 경찰-지역사회관계에 관한 표준화된 설문문항이 개발되어 더욱 타당성 있는 연구가 진행될 필요가 있다.

Abstract

Police-Community Relations is a police-department initiated program designed to offer an opportunity for police and other public agencies and individuals in the community to discover their common problems, ambitions, and responsibilities and to work together toward the solution of community problems and the formulation of positive community programs. The purpose of this study is to analyze the factors affecting the activation of police-community relations. This study conducts the survey on 243 residents in Daejeon Metropolitan City. By factor analysis, communication between police and residents, police service for community, owning together crime information between police and residents, residents participation in policing, and police-media relations are grouped as the dependent variables. And the independent variable is residents' satisfaction. The result of multiple regression analysis reveals that resident's satisfaction is affected statistically by police service for community(β=.466), owning together crime information between police and residents(β=.212), communication between police and residents(β=.141), residents participation in policing(β=.134). But, residents' satisfaction is not affected statistically by police-media relations and demographic variables(sex, age, education level, residential period). Therefore, to activate police-community relations, police department must make the effort for enhancing police service for community, owning together crime information between police and residents, communication between police and residents, and residents participation in policing.
