Abstract
The aim of this study is to investigate the effects of the human resource management on job commitment in the police organization, and to examine the moderator effect of trust. For this purpose, the components of human resource management in the police are classified as three elements: training, evaluation, and compensation system, and two types of trust are identified as moderator: trust toward managers, and trust toward organizations. The results of the survey conducted for 1,434 police officials working in Incheon indicates the followings. First, the quality of education & training, compensation, and evaluation all influenced job commitment, indicating that all three elements of human resource management needs to be employed as a package, rather than individually. Second, trust toward managers significantly moderated the effects of evaluation on job commitment, indicating that managers responsible for evaluating each employee needs to make an effort to fairly and accurately appraise their performance in order to increase the commitment to their jobs. Third, trust toward organization significantly moderated the effect of education and training on job commitment, implying that the management needs to pay attention to developing fair rules for deciding who will be participating in training programs.
