이 논문은 우리나라 금융감독에서의 문제점 중에서 (1) 정치적 포획 문제 (2) 시간 비일관성 문제(3) 홈구장 편향 문제의 3가지로 문제에 집중하여, 간단한 게임이론의 분석틀을 활용하여 감독제도 개선안을 제안한다. 게임이론에 바탕을 둔 논리를 활용하여 다음의 세 가지 방안 - (1) 구속장치의 도입 (2) 유인구조의 변경 (3) ‘비합리적” 유형의 도입 - 을 검토하고, 현실적으로 구체적인도입 방안에 대하여 논의한다. 개선방안에서는 IT기술을 활용한 정보의 기록과 공개에 의한 통제가 중요한 역할을 한다.
Abstract
This paper identifies and focuses on the three issues in the Korean financial supervision: (1) political capture problem (2) the time inconsistency problem (3) home field bias. Using a simple game theoretic model, the following three measures are suggested to tackle the problems and improve the effectiveness of the financial supervisory system: (1) introduction of the bonding device (2) changes in the incentive structure (3) introduction of 'irrational' player. After reviewing three measures more concretely, some discussions follow, where the strategic use of IT and transparency play important roles.
