대학의 자체 교육인증 성과측정 평가지표 개발연구: A대학 사례를 기반으로

한국 고등교육 평가체제 문제점을 극복하기 위해 대학 내부의 교육 품질(quality) 역량이 제고되어야 한다는 요구가 제기되고 있다. 이에 따라, 많은 대학에서 내부 교육의 품질을 자체적으로 평가하고 관리할 수 있는 교육 품질 관리 체제가 수립되고 있다. A 대학은 2017년 내부 교육의 품질을 점검하고 개선하기 위해 자체적인 품질 관리 체제인 교육인증제를 구축하였고, 2022년부터 모든 학과(전공)에 이 인증제를 적용하고 있다. A 대학은 2022년 모든 학과(전공)에 교육인증제를 도입하기 위한 행･재정적인 기반을 구축하고, 2017년부터 2021년까지 점진적이고 단계적인 시범사업 운영과 선행연구를 진행하였다. 그 결과, 교육인증제가 고도화되기 위해서 학과(전공)의 성과를 측정할 수 있는 교육인증 평가지표 개발에 대한 필요성을 제기하였다. 따라서, 본 연구의 목적은 A 대학 교육인증 성과측정 중심의 평가지표의 타당성을 검증하고, 이 평가지표의 현장 적용 가능 여부를 검토하는 데 있다. 본 연구는 수정 델파이 조사를 통해 A대학 교육인증제 추진 연구진이 수립한 평가지표의 타당성을 검증하고, 이를 기반으로 수정된 평가지표를 교육인증제 추진 실무진의 인터뷰를 통해 A 대학 적용 가능한 여부에 대하여 논의하였다. 그 결과, 64개의 설문 평가 중 6개 영역의 성과목표 및 7개의 성과 척도를 제외하고 대부분 평가영역에서 수립된 성과목표 및 성과 척도가 타당하다는 결과를 도출하였으며, A 대학 교육인증 실무진 인터뷰를 통해 평가지표의 적용 가능성 여부 및 고등교육의 교육 성과와 품질 제고와 관련된 고찰을 진행하였다. 본 연구는 A 대학의 사례를 통해 향후 고등교육 기관 내부 교육의 품질을 제고할 방안을 시사하였다.
Abstract
To overcome the problems of the evaluation system of higher education, there is a need to improve the quality of the university. Accordingly, an internal accreditation was established to manage the quality of the university. University A established the internal educational accreditation system in 2017 and was applying this accreditation system to all departments since 2022. University A suggested the need to develop an educational accreditation evaluation indicator that can measure the performance of the department to advance the educational accreditation system. Therefore, this study aims to verify the validity of the evaluation indicator centered on the performance measurement of the educational accreditation at University A and to examine the field applicability of this evaluation indicator. This study verified the validity of the evaluation indicator established through the Delphi survey, and based on the revised evaluation indicator was investigated through an interview with the working staff to determine whether it applied to University A. As a result, the results were derived that the performance goals and performance measures established in most evaluation areas were reasonable, except for the performance goals and 7 performance scales in 6 areas out of 64 survey evaluations. In addition, this study suggested ways to improve the quality of internal education in higher education through the case of University A.
